As originally written, the Bill of Rights only prevented *Congress* from
interferring in the free exercise of religion. The changes that have
occurred have been brought about because of Supreme Court rulings beginning
in 1948.

When I posted the OR Constitution, I didn't read it that closely. I only
did it because of Jeff's message (wondering about what it actually said).
