My guess would be that you redid your security level scheme and bumped up
the access levels (or added keys) for the echoes and didn't bump up the
levels/keys of your nodelinks accordingly to match, or that the areas in
question show up in SEALCFG as "protected areas"...meaning that
they are mandatory and cannot be changed by the downlink, no matter what
their level/keys are.
