Actually, there is an opposite concept that makes more sense. The reckless
driver was giving no warning of his approach. He is putting people at risk
with or without the police trying to stop him. If an officer tries to stop
him, there is at least flashing lights and a siren to give some warning of a
dangerous situation and give innocents a chance to get out of the idiot's
way. There is more than one reason for the emergency equipment on a police
car.
