     The government would pick up the costs above a certain level. IT is 
pretty straightforward reinsurance. Not much different from what they do 
now with natural disasters. Paid for, like FDIC, etc., by a tax on 
insurance. Between the gov 't and the insurance people like FDIC is 
between the govt and the banks.
