Only those not connected to the town water supply I guess. Most on rain tank
water pay a contractor to deliver a truckload. I looked into the - the
contractor charges $200.00 to deliver water which costs $25.00 from the spigot.

No - I am out in a rural area. I rely on rain water tanks (and as they are now
empty I have to buy the water in town.
