Pepper, either ground or whole, often works, but it's much better to
just teach the dog to stay away by removing it every time it gets near
there.  You have to do this every time, and it can take from a few
hours to as much as ten days.  Treat the dog the exact same way each
time - same action, same words, same tone of voice.  Don't bother
punishing the animal because it simply won't understand and just become
neurotic.
