Hey, after Rodney King...and even the Fed cop things of Ruby Ridge and 
Waco..the obvious is seen.
Hey, even the TV show "Cops" shows the dogs being sicked on hand cuffed 
people...so they can get a taste. It's scary.
What's scarier is that some people can actually say it's not a problem.
