Yep, a couple around here I've seen sell it.

true enough, but I guess he looks at it like this:

Lose the truck to the repo man cause you can't make the
payments and buy the fuel, even worse.  Meanwhile look for a job where he
doesn't have all the cash outlay from his own
pocket.
