It is definately in EleBBS and not MTel... When I first encountered the
problem it wasn't only mtelnet that showed it... I remember it occuring in
Mtel, RIPtel, HyperTerminal, and (name slips me) another mini telnet client
that was being worked on that last I heard was going to have ZModem
downloads added, but to my knowledge never did (although that one was the
only one I know that would display ANSI flashing characters under XP)...
What it seems to me is that the headers that are included with EleBBS are
sending characters that alter the display to a 0 foregraound, 0 background
but it's only occuring on remote connections (???)... I'm no expert on that
stuff so I can't say with any authority -why- it's happening, but it is
happening in some instances. Maybe it's OS version related and how ANSI is
being handled, I dunno.

Nope... it's an instant fix.  Worked for me after I stumbled across it, and
has worked for those I have told to apply it.

I know it may sound weird, but maybe there are more occurances of this than
some realize... I have to suspect that there are SysOps out there that may
only localhost to their own BBS's as I have pointed this out to some who
were entirely unaware of it on their systems and had them up for awhile.
