    That is exactly what insurance companies do.  They take your risk 
for something (appendectomy, fire, auto accident, etc) and spread it 
among others in similar circumstances. Although technically it is 
supposed to take a risk for which there is a low risk but a expensive 
outcome (not everyone has their house burned down quite often). Using 
that definition, I would submit we haven't had health INSURANCE since 
the demise of the old major medicals.

    Most of what ails medicine isn't really addressed by much of what is 
happening in Congress either. But that is yet another loooooonnnnnggg 
thread.
