Just because it is there, does not force you to use it. It's a tool... just
like Sears stocking a screwdriver doesn't require you to get one and start
loosening up the fasteners in every piece of furniture in the house, having
a V-Chip doesn't mean you need to use it.

But don't take away the functionality for those who do wish to use it.

I could also note that your profession forces a bit of bias on this issue. 
(are you that interested in kids watching you?)
