don't think it would sit all that long, if done in actuarially sound
manner. The administrator could probably Center for Mcare Mcaid
Services. It is already in place, does basically the same thing now, has
the actuary types already floating around, and deals with most of the
current players.

It is off loading the REALLY high ones, the ones that use the most
resources onto a much bigger group. Done in property casualty for big
losses. Reinsurance is fairly well established in that area. Think
Lloyds of London for Heatlhcare.
