The Carrier Oscillator is shifted from being centered between the two filters well into the passband of the LSB filter by switching C1 in series with the crystal. You "could" adjust the value of this cap to vary the shift, but you have to make sure that it's far enough to be off the skirt and past the corner of the passband.
