I just tested this scenario (from the BBS to Outlook 2003 on Win2Kpro) and it
worked (displayed the e-mail message) fine.

Outlook was configured for "Internet only", so maybe it's
Exchange that can't
handle the charset. Or maybe (less likely) it's some setting in Outlook 2003
that I don't know about.
