The chart says the 21.1 MHz crystal is for use from 10.25 - 10.5 MHz. (Period) It also says the 20.8 MHz crystal is for use from 10.0 - 10.2, and Do Not Use Between 9.90 - 10.0. 17M can be covered with the 29.1 MHz crystal. The only area of concern is the PTO frequency range around 5 - 6 MHz and the second harmonic around 10 - 12 MHz.
