IMHO The Time Lords will be back.  More of the Time War can be
explained then.

Now he knows that it is possible the Doctor will want to both free
and reform his people.  Rassalon the military dictator will have to go.

Whether the Time Lords will end up looking like humans or vorlons
is going to be an interesting question.

I assume that the woman in white is a Time Lord.
