 I don't know but I can tell how I receive news. I don't use EleNews
because it doesn't has TO: support.

 I log in the newsserver with Souper/GUI for Windows, after that I run
Soupgate (converts from soup to pkt) and finally I import the messages with
my mailer (FMail). SoupGate add (when is possible) the to field (like
FidoNet messages).
