So it was not God's plan in the first place, but rather He altered His
plan after He foreknew that Saul would make a certain choice? Is God a
slave to all of human history and the operations of the universe?

That contradicts Saul/Paul having a choice. You are saying that
Saul/Paul made a choice (whether in the future or not is irrelevant,
God's plan still depends upon Saul/Paul's choice) and that God then
made _His_ choice?
