     No it's not a problem with your ISP, since this problem did not
OCCUR until you flashed your modem.  And this is also happening with
dozens of other people on their ISP, and not all ISPs use USR modems. 
Mine, for instance, uses external SFM some of them have been flashed with
the 33.6 firmware.

     From what I understand, the new v.34 IS it.  People on this echo
have been reporting above 2.88k connects with USR modems who support the
new protocol.  So I don't know what your ISP is waiting for.
