First one must determine what "free will" is and what it is not.
After that has been done, one may have the problem: What kind of test
could be used to determine if one has "free will" or not?

I have heard of people who seemed to have "free will" whose actions
seemed to not be restricted by their intelligence nor any constraints
from society. ;-)
