The agency I dive with has what they call a BCP program where the BC is 
inspected yearly, and any required maintenance is done.  Ideally, if there is 
a problem with a BC, it should be serviced before contininuing to dive.
I suspect all that was wrong with the BC was it needed a 10 cent o-ring.
