I reported this bug before, but got to answer. I also use the win32 versions (under Windows XP SP1) and my config definitely begins with <0x0d0x0a>. I use a tool that runs every time hpt did run to correct the config, because other tools don't read the config correct anymore (see two or more lines as one line because there is no <0x0d0x0a> from the newly added areas on.
