For DOS, the obvious choice would be DJGPP (GNU C/CPP), but I warn ya:
it's one hefty download! :-) Not sure where you can get it on BBS's,
but DJ Delorie's (DJGPP's author) home page is at
http://www.delorie.com.
For Windows, I have found a freeware C compiler (for Win95), but no C++
yet...
