No, they had the same glove in both seasons.  Then they destroyed it,
and it was commented that gloves come in pairs, opening up the
possibility of its mate showing up sometime.

Indeed.  And if what Ras was wearing was the mate to the glove
Torchwood had, then it is clear that "resurrection" is only a basic
function of its capabilities.
