Good question. The message he's sending is that marijuana drug use has to
be discouraged because it can make people lazy and forgetful. Whereas, at
least someone who has a big enough urge to commit violent acts is still
full of energy and still wants to get things done.

Obviously, he thinks laziness is a greater threat to the Republic than violence.

Hmmmmm....
