Anything's possible. But EchoCfg is completely optional - it just modifies sbbsecho.ini. You could do that by hand. You don't strictly *need* EchoCfg.
SCFG on the other hand is not optional, as it modifies binary configuration (.cnf) files which you can't practically do by hand. SCFG also creates/updates database files and just generally does a lot more than echocfg does.
