Including some parents.

Somewhere in all this a larger principle was lost: Is the system rotten? Or
is it just inevitable with a country of a few hundren million people that
there will be bad cops, bad parents, bad elected officials, and so on?

In the case of Cuba I think it is clear that the system is rotten.
