Depending on who you ask, deliberately changing the words may
only qualify as "parody", and filk may be defined more by subject
matter and/or by target audience. Not all filks are parody, and
not all parodies are filk.
Best summary of this that I know of is the table of definitions on
the Interfilk web page. Next best is probably the archives of past
definition debates in this forum.
