Again, sounds like congress, since there are no qualifications in the way
of training for that either...sounds like _democracy_!
I read the article in NEA Today about whether school boards should no
longer be elected, and it made most of the arguments you do. But what it and
you miss is that citizens who no longer feel they have any control over the
schools will not support them in tax referendums.
