There are always going to be a few that ignore the law, and in this
case it might be appropriate, but I certainly wouldn't want to do
any such thing.

Street? Maybe a few, but not most of the sales went to the "street".
Rich dealers are good; maybe they will be able to afford the increased
FFL fees for a few more years. I hope so.
