In using Netware 4.x, ANY file can be protected to whatever degree
required.

Get a REAL network engineer to set it up. What they have there is
not satisfactory in the least.

Word provides revision tracking of those the network permits access
of the file. Excellent security is had by saving documents to the lan
server while running Word on the local pc.
