Yeah, ok mr Knowitall, I was totally wrong and you are totally absolutely
right. Yes, one can run a server. Even without any Internet connection. When
your ISP puts you on CGNAT I hope you enjoy running a server that no one
outside your LAN can reach. Good luck.
