John,
Glad to see you saw my point of view.
I happened to be diving this past weekend on the other end of the state and 
was just talking about this subject.  A gentleman was mentioning that he knew 
someone that had just certified a blind diver.  In this case, the 
requirements were that the blind diver had to be tethered to his to his 
ddy.
Again, as I said, and as you agreed, I can not see why a blind diver should 
be / could be certified in this sport.  Individuals certifying blind divers 
are taking on an enormous amount of responsibility (liability).  I can't see 
how any instructor could ever defend himself if they were sued by an injured 
blind diver with even a poor attorney representing the diver.
