subject: small htick ffix bug

In the docs contained in the htick-1.1.0 archives there is no mention of
the FileFixPwd command for each link listed in FidoConfig. Only TicPwd.
Without FileFixPwd, htick ffix will reply with "security violation;
your system is unknown", which is not really accurate. I ended up
debugging the thing to find out what was going on there. Then I later
found a file named "proposal" in the huskybase which mentioned
FileFixPwd.  Always the way!

Also, "FileFixNames AllFix NEF Raid TicFix" does not
automatically include "FileFix", but if you leave out the
FileFixNames command entirely, HTick will reply to messages addressed to
"FileFix". I think. This could probably be better documented.

Also, it would be nice if HTick generated a REPLY: line whenever it replied
to a FileFix request with a MSGID: line. ;-)
