Not in B5.  In B5 it is completely clear that the beings humans and many
other species preceive and call angels and devils are Vorlons and other
First Ones of various species.
Whether what was observed in The Lost Tales episode fit that model but
was some other First One species, or is some other being on the
spectrum, or is Joe ruminating his thoughts on deity - No matter how far
I go down any of those paths it gets into story ideas.  But all of those
options already existed in the series before TLT.
