When one is suspect due to simptons, then they give an opinion.
Doctors give a medical opinion, teachers give a behavioral opinion -
respectfully of this subject. If ADD/ADHD is a medical condition, then
this opinion is medical and belongs to that profession. A teacher
stating that a student does not focus on subjects and before
administering special education program desires to have all medical
possiblities exhausted is acting properly. For the teacher to suspect a
medical possiblity is not out of line, if the teacher is simply suspect
and proposing an actual medical opinion.
