And why don't most call the police? Because they know
that the gang members can and will do bodily harm to
them because the caller has no way to protect himself.
He is forced to rely on the police. BTW, the courts
have ruled that the police are not required to protect
an individual. IOW, the guy who has called the police
is shXt out of luck if the gang members decided to kick
in his door, rape his wife and kill his kids while he
dials 911.
