The local cops have even been know to tell people very unambiguously
indeed what to do. Presumably they are rather selective about who they
say it to, and would deny they ever said it if it ever came to the crunch.

Its more complicated than that. Its been quite interesting to watch
just what local stuff does make the national media and what does not.

Presumably most of its just the usual gross incompetence and
it being just too much hassle to chase it up most of the time.
