   I am not arguing with the cost of the ad campaign, just how poorly it 
was done(g).  However, i still think the warning letter is a waste 
because those who barely glance at their mail (the ones targeted) are 
much more likely to miss the #10 envelope than the big honkin' one that 
the census itself comes in.
