Telix for DOS, any version, does not support any RPI modems.  And Telix 
3.21 is an obsolete version of the program, and has been obsolete for at 
least three years (I'm not exactly sure when it was supplanted by version 
3.22, but even that version has been obsolete for nearly a year, now).
You really ought to replace that modem.  You can get decent non-RPI V.32bis 
modems for very small prices; for that matter, you can get a decent V.34 
modem, capable of 33.6 kbps, for under $100.00.
