I don't see how.  According to my copy of the
Constitution it would be perfectly legal.  I quote
Article IV, Section 1:
"Full faith and credit shall be given in each state to
the public acts, records, and judicial proceedings of
every other state. And the Congress may by general laws
prescribe the manner in which such acts, records, and
proceedings shall be proved, and the effect thereof."
Therefore if the Congress prescribes by general law
that CCW are public acts that will and must be given
full faith and credit they would have to be.  I don't
see how any court could claim other wise when it is
written right in the Constitution.
