We are talking about two different types of programs. I'm not talking about a
citizen actually going out and patrolling the neighborhood. A 90 year old
woman can be looking out the window, see something suspicious, call the
police, and maybe cause a burglar to be caught. Neighborhood Watch is usually
associated with nothing more than citizens calling in suspicious information
and serving as additional eyes and ears for law enforcement.
Some jurisdictions do have citizen patrols, but the program is usually setup
for them to simply call the police and stay out of danger.
