Ingenuity isn't one of the strengths of a lot of the people who couldn't
leave.  g. Many didn't even know there was a storm coming. Hell, as late as
the 10AM advisory on Friday New Orleans wasn't in the 3-day probability
cone for a strike.  By 5PM Friday New Orleans was starting to come into the
picture, but how do you get the word to a million people on Friday
night/Saturday morning.

It looks like about 75% of the population of the metro area evacuated. I
doubt you'd do better than that anywhere.
