TR> start video-taping activity during certain times of the day and

RB> Wow! This is exactly the strategy Copwatch takes but instead of spying
RB> on your neighbors, you are spying on the cops.
I have no problems with that at all unless you get in my way to the extent
that you obstruct justice or interfere with an officer in the performance of
his or her duty. There would be big problems if you followed officers for the
purpose of interference, especially the warning of potential arrestees. There
are many laws that deal with interference, specifically because of
unnecessary danger created for the officer. You might wish to check with your
local police department for a complete list in your jurisdiction.
