The other thing that strikes me is that we can't ever be fully prepared for
something like this.  No matter how many simulations and drills you do, you
are simply not prepared for the shock of seeing devastation on this scale.

It's also been reported, and oh-so-awkwardly confirmed by W, that none of
the hurricane drills that have been conducted over the past several years
included a levee failure.  They all dealt with flooding due to topping.  I
still don't know what the status of the levee repairs might be.
