No matter how many simulations and drills you do, you are simply not prepared for the shock of seeing devastation on this scale. It's also been reported, and oh-so-awkwardly confirmed by W, that none of the hurricane drills that have been conducted over the past several years included a levee failure. They all dealt with flooding due to topping.
