There is a lot of finger-pointing by many.  You are right, though, and
every event, every hurricane is different.

If The Big One hit CA tomorrow, would we be prepared?  Nope, no way. We
know all about the dangers, but must we have everything at the ready to
rebuild if/when it happens?  It's incredible some people think every
contingency for every disaster must be ready to go at a moment's notice. 
Not possible.

What is possible is to mitigate the risks.  Rebuilding New Orleans, unless
they do it to withstand a Cat5 storm, is foolish immho.
