When you do that, Quicken creates a new data file for the new year
that contains all of the uncleared transactions from prior year(s);
and you can't clear transactions "en masse" via a reconciliation as
you do when you reconcile a bank account.  In fact, you can't even
do a reconciliation of a cash account.  What brings that up for a
bank account instead brings up an entry to just adjust the balance
of a cash account.  The only way to clear cash account activity is
"brute force" -- manually putting an "X" in the cleared column of
each and every one of the old year's entries, notwithstanding that
every transaction is effectively "cleared" the moment that it takes
place.
I had the bright idea of exporting the cash account data, the export
file being a text file, loading it into WP, and doing a search and
replace to insert "CX" into each/every entry, then creating a new
cash account as a reconcilable bank account and importing the data
into it.  In doing so, Quicken duplicated the transfers to it from
the checking account, leaving the checking account with a negative
balance of something like $4,000; and transfers to the cash account
were wiped out if I tried to delete the checking account half of the
transaction, so it would've ultimately been $4,000 in the hole once
the checking account balance was once again correct.
In short, it's a "no win" situation at this point; and the wait for
Quicken 8 technical support would've been more than 30 minutes last
evening.  (There seems to be no option to a voice call at one's own
expense, which is to say no bbs, fax, or internet e-mail means of
presenting the problem and getting an answer.)
It's also apparent from a perusal of the internet web site that 8
may be the last DOS version of Quicken, as there's virtually *no*
indication of the DOS version's existence there, let alone of any
forthcoming new DOS version.
