That could be true if there were basements in this area.  Too many
underground streams and being so close to the Gulf coast, there are many
areas, such as my home town of New Orleans, for example, that are below sea
level and subject to flooding.  The only people in this area who have
anything remotely resembling a basement are the rich people with indoor
swimming pools.

Yes, but I didn't file a claim because it was cheaper for me to do the work
myself.  If you file a claim with your insurance carrier, the next time you
receive a renewal notice, you'll also notice your premiums have gone up. 
That is how they recoup their losses.
