That does not solve the problem.

For starters, there is no indication in the file itself what character encoding
is used.

So one has to make some assumptions about the encoding and do some trial and
error. If I select CP437/CP850, the 'o' diaeresis in your name in the header is
properly displayed. If I select CP1252 the single quote characters in Wards
article are correctly displayed.

I can find no encoding that results in both being corectly displayed.
