No, it's realistic treatment of idiotic citizens. They're hoping that,
by tapping the public's shoulder half a dozen times, they will be able
to reduce the number of addresses that will have to be visited in
person.
Not to mention having to deal with the fact that the Repugnicans sent
out phony census forms a few weeks ago.
